We are pleased to announce that Knicole C. Emanuel has joined us as a Partner in the Health Care practice group.

For more than 18 years, Ms. Emanuel has maintained a litigation practice, concentrating on Medicare and Medicaid litigation, health care regulatory compliance, administrative law and regulatory law.  She understands the intricate Medicare and Medicaid payment system, the unique business of health care providers, the overlay of federal and state Medicare and Medicaid rules and regulations, and actions of state agencies that affect the way health care entities operate.

Ms. Emanuel has tried over 1,000 administrative cases and has appeared before multiple states' medical boards.  She has successfully represented providers in matters before the North Carolina Office of Administrative Hearings and before state and federal courts in challenging or defending adverse agency decisions. She has represented national, regional and local health care providers.  Those providers have included hospitals, psychiatric facilities, home health and hospice agencies, home care agencies, community mental health providers, ambulatory surgery facilities, adult care homes, nursing homes, federally qualified health care centers, and physician practices.  She also served as lead counsel in a class-action lawsuit on behalf of Medicaid providers in North Carolina against NCTracks, the system that processes Medicaid claims.  In September 2013, she was invited to testify before the New Mexico State Legislature's Behavioral Health Subcommittee about the ways in which Medicaid audits have affected North Carolina providers, as well as nationwide.  She is recurrently interviewed by the media as a Medicaid expert.

Ms. Emanuel frequently lectures on health care law, the impact of the Affordable Care Act (ACA) and regulatory compliance for providers, including physicians, home health and hospice, dentists, chiropractors, hospitals and durable medical equipment providers.  Ms. Emanuel served as North Carolina Assistant Attorney General in the Health and Public Assistance Section where she gained a thorough understanding of the Medicaid system that informs her practice today.

Based in Raleigh, North Carolina, Ms. Emanuel graduated magna cum laudefrom North Carolina State University with a B.A. in 1997.  She graduated from the University of Missouri - Kansas City School of Law with her J.D. in 2000 also magna cum laude.
