The addition of Monica and Diana marks another important step in PLG's continued strategic growth in Texas while significantly expanding the firm's capabilities in one of the state's most critical and rapidly evolving legal sectors. Together, they bring decades of experience advising clients on complex water rights, water supply, groundwater and surface water management, water reuse, permitting, transactions, regulatory matters, and water-related litigation throughout Texas.
Having worked together for many years, Monica and Diana have built a collaborative practice representing landowners, developers, industrial users, energy companies, investors, utilities, governmental entities, and other stakeholders navigating the increasingly complex legal and regulatory landscape surrounding Texas water resources. Their combined experience allows them to guide clients through every stage of a matter—from long-term water supply planning and project development to regulatory proceedings, commercial transactions, and high-stakes disputes.
Monica has been recognized as one of Texas's leading water lawyers for more than twenty-five years. She advises clients on strategic water resource planning, permitting, infrastructure development, groundwater and surface water rights, regulatory compliance, legislative initiatives, and policy matters affecting water management across the state. As both an experienced water law practitioner and registered lobbyist, she provides clients with valuable insight into the intersection of law, business strategy, and public policy while regularly leading complex matters before the Texas Commission on Environmental Quality and other regulatory bodies.
Complementing Monica's practice, Diana brings more than three decades of legal experience, including over twenty-five years as a seasoned trial lawyer before focusing her practice on water law. Her litigation background provides clients with a unique perspective when navigating permitting, enforcement actions, transactions, contested administrative proceedings, and water-related litigation. She helps clients develop practical legal strategies that are not only commercially sound but also well-positioned to withstand regulatory and judicial scrutiny.
Prior to joining PLG, Monica served as a partner and Water Law practice group leader at Kelly Hart & Hallman LLP, where Diana served as Senior Counsel. Their longstanding collaboration and complementary practices position PLG to offer clients comprehensive counsel across the full spectrum of water law, from strategic planning and transactions to regulatory advocacy and litigation.
