PLG served as legal counsel to Hull Street Energy, LLC (HSE), in its agreement to acquire Consumers Energy’s hydropower fleet in Michigan — a portfolio of 13 dams with a total installed capacity of 132 MW.

Leading this transaction for PLG was David M. DeSalle, Partner in the firm’s Energy & Environment Practice. With more than two decades of experience in the energy, utilities, alternative energy, and regulatory sectors, David brought to this deal a mix of transactional, regulatory, and environmental expertise.

The acquisition involves the creation of a new HSE subsidiary, Confluence Hydro, which will own and operate the assets under a 30-year power supply contract with Consumers Energy. David served with co-counsel at allied firms to guide HSE through the complex regulatory and operational aspects of the transaction, including federal and state jurisdictional issues. His counsel helped ensure that the deal was structured to support continued operational reliability, environmental stewardship, and community benefits while advancing HSE’s strategy of expanding its hydropower portfolio.
